Yes, the application will work on Windows 10 computers. Even though I couldn't find any official information about it online, I used the SI download link for Random Test Generator-PRO, copied the application and installed it on my own Windows 10 PC. Neither the installation process nor running the program gave me any problems.
I have 8 banks/subjects of multiple choice questions with 80 questions in each bank. I need to create 300 question exams in sets of four or eight (question #1 in each set needs to come from question bank 1, question 2 in each set needs to come from bank 2, and so on). The total number of question in the exam will be 300 (36 sets of 8 and 3 sets of four questions per exam). I need to randomly select the questions and scramble the answer choices, with no duplicated questions. Is there a program that can do that?

The Random Test Generator-PRO supports creating exams from banks, but you will have to define the banks first. If you take a look on the application's page for this application, you'll see that there is the possibility to create your own banks with questions.

Yes, although the official website of the software doesn't work anymore, I was able to install and run the application in Windows 7 x64. There was no error during the installation or its startup. I will attach a picture to confirm what I'm saying. You can download the version 8.3 through the download page at Software Informer.
Printing different tests from the same database, I noticed that the answers of the same question in different tests were printed in the same order. Is it possible to randomize even the answers? Thank you.

I suggest you look into the Help manual available through Help, then select the first option. A PDF file will open, and it's necessary to have a PDF reader installed on your phone. If you don't have one, it might be possible that the default web browser will attempt to open it.
While in the PDF file, press CTRL + F, then type randomize to check all the available answers and solutions for this inquiry.
We put Random Test Generator Pro v8.3 on a new laptop (Windows 7 Professional) and it seemed to work correctly, however, during a test the screen froze. Blank question and answers. No cursor movement. Can you tell me what can I do to fix this?

This experience is called "software hang/crash" and it may be causes by different factors as:
Compatibility with the operating system (~95-100 %)
Lack of security rights (right click the executable file and choose Run as Administrator).
Corrupted files. A new reinstallation is required in order to fix the corrupted files.
